The item Sunforger is listed as a rare item, like other +2 weapons, however it's bonus abilities make it so much more powerful, it seems it should fall into the category of a very rare item. It's not a DDB bug, since it was published as a rare item.
Also, I'm not sure the extra effect is all that powerful. It takes an action to throw, and another action to get back, so that's 2 turns, and the effect is basically a weaker version of fireball which, while iconic, is definitely not the most efficient spell out there. And this effect is only once per day.
