I have created a Mark of healing halfling and I am boosting it to Cleric(5)/Rogue(2) for a friends adventure he will be running. By the 5e rules, can I reserve my cleric 4th level improvement to become the greater mark once the 8th level is gained? Or does the rules require that the improvement filled to be a character of that level? I know the DM can always rule either way in a matter like this but because I also DM I am curious if there is official rule(s) regarding that. Thanks.
This is one of the draw backs to multi-classing: Your ASIs are delayed. The feat is written such that you would have to take it as your second ASI as a single or two class character. Yours could come as early as level 9 or as late as level 10 due to your current levels. You could have gained your second ASI at level 8 if you went 4+4.
You could also get it with your first ASI if you were 2 + 2 + 4 in some set of classes - but this is really because you have already missed out on an ASI by multiclassing.
Edit: you must meet prerequisites in order to use the feature that has the prerequisite at the level which you use the feature. For example you can’t multi class your rogue 2 into cleric and with your ASI from cleric 4 boost your wisdom to 13. If you aren’t level 8 when you get your first ASI, you can’t use a feat that has that prerequisite for your first ASI.

You are supposed to make any decisions required by a feature when it is gained (even for features which have a clause to change the option later).
