I don't have the book to reference, but to add slightly to wagnarokkr said, if Custom Backgrounds and Dragonmarks are allowed, then if the feats are Origin feats, then yes. In playtest document, they were their own category.
Note that the new Dragonmarks have a 'must be in an Eberron campaign' prerequisite in the new book as well

For the record, the Dragonmark feats are their own category in the published book. They are not listed as Origin feats.
This doesn’t necessarily mean you can’t use them with a custom background, though; that is up to your DM to decide.

Am I allowed to use dragon marks with a custom background? It says only origin feats, but I wanted to make sure.
That — and anything to do with custom backgrounds — is really a question for your DM.
