If a creature is hit by shocking grasp or fails save from frostbite however they are immune to the damage type, do they still suffer the secondary effects of the disadvantage from frostbite or the loss of reaction from shocking grasp?

Yes. Both spells describe that the target takes damage and suffers a debuff, as separate consequences of failing the save. Were they phrased something like "target takes x cold damage. A target that takes damage from this spell also suffers y debuff," then that would be the situation in which they would avoid debuffs, but that's not how they're phrased.
