Hmm... Interesting question. The rules treat passives the same as other ability checks (except you don't roll), so your are "making an investigation or perception check" when it is used.
I'm going to go with "ask your DM". I'd average the intuition die and add it to the passive score, but that is me.
Yeah, I don't really care about specific passive scores, but I do generally keep in mind if someone's passives are low, high, middling, whatever, and I also absolutely factor the intuition die into that calculus.
If I were to be more precise about the numbers, I'd go with DxJxC's suggestion and add 3 to the score.
You could also say that it doesn't apply to passive checks, at all. The recommended use states you gain a bonus when you, the character initiates a skill check, meaning that you have reason to believe a skill check is needed.
