Mage Armor doesn't require concentration and nothing in the spell suggests that a new casting ends the old one. As long as the target doesn't don armor or you don't dismiss either spell as an action, this is valid RAW. Further, a sorcerer could twin Mage Armor to get both at the same time (which is only important during combat) though the cost is approximately the same.
Yep. Mage Armor is non concentration and has a range of touch (i. e. not a range of self) so the same caster can have mage armor on multiple creatures at once. It will of course cost them 1 level 1 or higher spell slot each time it is cast.
Can a wizard, with the mage armor spell, cast it on themself, and then also cast it on a familiar or party member? Would both spells remain active?
Thank you in advance.

It is not a concentration spell, so yes they can.
