If I am a wizard and pick one that isn't normally a wizard spell can I make a scroll of it? Can someone else another wizardcopy the spell from my book? Or potentially from the scroll I just made. Does this mean every single dragon mark spell is a wizard spell?
Whether something is a wizard spell is solely determined by whether its on the wizard list.
When something adds spells to your class (wizard) list, they become wizard spells for you. Not for anyone else.
You can scribe scrolls of them. They're not wizard scrolls, they're scrolls of whatever spell they are. If someone else has the same spell added to their wizard list, they can learn the spell off your scroll, but otherwise they can't. (Similarly, if a sorceror makes a scroll of fireball, a wizard can learn fireball off that scroll, because fireball is a wizard spell. It is completely irrelevant that a sorceror made the scroll).

If you are a Wizard and create scroll of Tongues, Arcane Trickster Rogues, Bards, Eldritch Knight Fighters, Clerics, Sorcerers, Warlocks, and Wizards can all use it no problem. Normally, Artificers, Druids, Paladins, and Rangers would not be able to use it. However, if a member of those classes had the Mark of Scribing, it would add Tongues to their class list for them and that specific Artificer, Druid, Paladin, or Ranger with the Mark of Scribing could use the Scroll of Tongues.
