I probably already know the answer to this, but bear with me for a moment.
On the face of it, True Strike isn't the most useful cantrip, and the debates I've seen over its usefulness in a traditional sense makes it very much a niche spell.
So it gives advantage on your first attack roll against the target and it seems very much to be a combat based spell.
My question is could it be used as an aid during RP alongside, for example, to charm someone. This would move outside the bounds of "advantage on your first attack roll" in the case of Charm Person or hold person as the requirement is that the target makes a Wisdom saving throw.
It's a stretch, but could True Strike cause the saving throw to have disadvantage? Would you, by casting True Strike, get an insight into the targets mental defences, not just physical?
I'm trying to look at this from both sides of the table, and from a DM's point of view it could only really be used against a target once, especially if there is an attempt to charm them or any other mental manipulation.
RAW, the answer is no. To me, True Strike is really only effective in an ambush scenario. It can be used any time, but it's only an effective option when you're ambushing someone.
