I assume the "proficiency" mentioned in the second sentence refers to the skill and saving throw proficiencies in the first sentence and not attacks. Also, the druid would only be proficient in unarmed strikes, not claw and bite attacks so it would still defer to the beast's proficiency bonus.
Creatures are proficient with their attacks and have a proficiency bonus included detailed at the beginning of the Monster Manual. CR 0 through CR 4 creatures have a proficiency bonus of +2. CR 5 through CR 8 have a proficiency bonus of +3.
There are many varying and complicated views on wildshape; it is not clearly written. On the other hand, as stated by others, you never add proficiency twice, and all beasts are already proficient with their own attacks. Therefore, you do not add your proficiency to the to hit bonus in the stat block. The improvement in to hit simply will come from the improvement in CR as you level up.

You take the animals attack modifiers. So if it's a +5 to hit that's it. Not +5 plus your prof. bonus.
