Are there canon rules in Dnd5e that determine, whether a halfling can use a druid (lvl4) wildhaped into a wolf as a mount?
Assuming the Druid is willing to serve as a mount you can just use the Mounted Combat rules in the PHB: https://www.dndbeyond.com/sources/phb/combat#MountedCombat
The Druid would be an independent mount.
There aren't rules specifically for PCs mounting PCs if that is what you are asking. The general rules for mounted combat apply.
