You don't need True Polymorph. The simulacrum can use Divine Intervention just fine. Keep in mind that the DM always chooses the nature of the intervention, so even if it succeeds, the DM can very reasonably decide that the deity's intervention is to ignore the plea because the simulacrum hasn't, you know, been ordained or whatever.
A good god is likely to grant the simulacrum true life and freedom instead of whatever you desired. An evil god might free the simulacrum from your control and promise it true life if it kills you.

If Arcana Domain Cleric at level 20 uses simulacrum and true polymorph on it would the now real copy of the cleric be able use Divine Intervention?
