Because a Spiritual Weapon is "hovering" and the spell states "20 feet in a direction" does that equate to a flying spiritual weapon that operates in a fully realized three dimensional space or does that just mean 2 demensional on account the spell doesn't specifically state it has the ability to "fly".
I've a player that likes to argue that their weapon is being summoned above enemies heads and is up down, left, right, center mass on their body even if they (the enemy) has the ability to fly.
I’d say it can fly. And sure the caster can put it right next to a flying enemy. Of course, it doesn’t get an OA, and when that flying enemy moves 25’ away, now it’s just hanging up there in the air, playing catch up.
It is a bit of a pain, because D&D in three dimensions can get pretty confusing in terms of how high something can reach. But just keep it abstract, and don’t worry about how a halfling can use a dagger to stab something 9’ off the ground; it just can.
Real question is can someone grab the weapon and use it to fly. Cleric of Thor summons a hammer, can his halfling acolyte be pulled through the air by it?

Per the description, the spiritual weapon floats, so I see no reason you can't move it up to 20 feet in any direction if you like.

A Spiritual Weapon can float and be moved in the air so it's pretty much the same as flying.
