Use requirements and restrictions for official wands always are included with the specific item description. The only general rule is that spells cast from wands use the spells normal casting time (action, bonus action, reaction, etc)
if a specific wand doesn’t restrict what class can use or attune to it, then any class can use/attune to it
if you are referring to a spellcasting focus wand, then see the rules for spells to determine the casting time
The Arcane Focus Wand can technically be wielded by anyone, but it only works as an Arcane Focus for Sorcerers, Wizards, and Warlocks.
Wands as magic items tell you what the requirements are. Wand of Entangle requires a character have levels in a Spellcasting class in order for them to attune, but there is no such restriction for a Wand of Enemy Detection. Likewise, the item itself will tell you what kind of action is required to activate its effects.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.

Are you talking about using a Wand as an Arcane Focus, or are you talking about magic items such as the Wand of Entangle or Wand of Enemy Detection?
