What happens if you enter a Rod of Security with an item that needs a week to recharge then use an action to leave the Rod of Security while leaving the item there. Logically, the item would stay there for the rest of the 200 days and leave at the same moment as you in the real world. This means that no time passes in the real world, but the item's recharge time has been spent. Is this true?

Time passes normally on both sides. If anything, the item might not recharge since creatures don't age inside the extradimensional space and the usual triggers (dawn, dusk, noon, etc) might not occur depending on the type of area chosen.
