If a monster has a spell in their block which involves components, I think it’s safe to assume that they have the capacity to fulfill those comments. But I wouldn’t go further and assume that they don’t NEED components. So... if say a spell has Verbal components, I think silencing a monster stops it. If it has Material or Somatic components and you take away its ability to have a free hand, then I’d say that stops that spell.
Some monsters may be a little harder to figure out where they’re hiding their focuses or material components than others, or what “hand” they’re using to access them, but Id look for one and try to figure it out rather than just letting them cast component-free.

Since challenge rating is dependent upon abilities, it is assumed that a Monster is fully prepared to perform any action listed in it's description, unless the DM decides otherwise.
Do monsters spellcasting need material component or fo they have it by default? I know I saw something about psionics but I'm unclear on that.
