You can cast your bard spells with your Pact Magic slots - and vice versa - but you won't have to use the multiclass spellcasting rules if you are just Warlock + Bard as your only spell-based classes.
Warlock is definitely the easiest spellcasting class to multiclass into, since you don't have to wrestle with the multiclass table. I remember when I was playing Adventure League pretty much nobody played as pure warlock... usually it was just done for a 2-3 level dip to grab Eldritch Blast and a few invocations for a Sorcerer or Bard.

The spell slots refresh based on where the source of those slots tells you they refresh. So the Pact Magic slots you get from being a Warlock would refresh on a Short Rest, but the Wizard slots you get from being a Wizard would refresh on Long Rest (unless you use Arcane Recovery on a Short Rest).
