You need a spell or a power for this. The Border Ethereal is the closest to the prime (or the plane that you are looking at), but the boundary cannot be traversed without a power.
If that's the case, then what is the point of the border ethereal in the first place? There is no spell I can find that would be used for that purpose, other than plane shift. But if you have access to plane shift, then the border ethereal is useless anyways, because you could simply plane shift directly to the plane you want and bypass the ethereal plane all together.
Ok, and traditionally how would one do that? For the sake of argument lets say you managed to plane shift to the Deep Ethereal, because you had acquired a rod attuned to that plane. Once in the Deep Ethereal, you walk through a curtain that leads to the Border Ethereal of the Plane of Fire. Once you are in that Border Ethereal, how do you exit and enter the true Plane of Fire?
Edit: I misread one of the later statements you made, about traveling away from the Border Ethereal and into the Deep Ethereal without needing another spell. I was under the impression that the Deep Ethereal wasn't accessible from the Border Ethereal, is that not the case?

How would one cross from the shores of the border ethereal into the neighboring plane?

Oh, ok so I was mistakenly thinking of them as two different planes, but it's just two different parts of the same plane.
Last couple questions:
Are all Border Ethereal assumed to have portals to the material/inner planes they're bordering?
What specific power would actually be needed to cross over to the plane itself?
