If I have a bag of Holding with approx 3000 arrows (rough math low balled) how quickly would the arrows be expelled, and how much damage would the target infront take if the bag was flipped inside out.

According to the Bag of Holding's description, when turned inside-out the bag's contents "spill forth". That wording implies to me that the items inside aren't violently ejected, but instead pour out in a steady flow. The fact that the contents are arrows isn't particularly important... if opened in the right position the important part is that 500 pounds of content can be poured on someone's head. It's still mostly improvised damage so it really depends on what the DM wants to deal...
What's more important than weight, might be the length of object you can put into the Bag of Holding.
64 cubic feet equates to a pole that is 1 inch in diameter and 2.27 miles long.
I'm not certain what "spilling forth" would look like in that case, but by RAW the item only does what it says it does, so any damage would be homebrew. Attempting to invert the bag inside of a building, (or inside of a huge creature) would certainly cause some headaches.
So, RAW the arrows spilling forth wouldn't do anything.
That said, it sounds pretty cool, so as DM I'd probably handwave this to be some level-appropriate amount of damage. Maybe if you successfully get the arrows to all spill out while above your target or something. It's basically using a magic item as a one-use damage spell... so maybe, like, the damage of a level 1 or 2 spell? I'd pull out the damage of either a Burning Hands (3d6) or a Scorching Ray (6d6), change it to bludgeoning and have the target make a dex save for half.
