The player with this feat can choose Dexterity, Intelligence, Wisdom, or Charisma and raise one of those by 1 point. Not all of them. Just one of them by1 point.
That is not how comma's work with lists in the English language, so no.
In order for it to work that way it would have to say "DEX, INT, and WIS or CHA" but that is ambiguous and could be interpreted that you always get the first 2 and have to choose between the last 2, so even if that were the case, it would be worded differently.

So my player tells me that Elven Accuracy feat increases your Dexterity, Intelligence, Wisdom, or Charisma score by 1
not like you need to choose one of this but like... he thinks in works this way:
Dex +1, Int +1, Wis +1 or you can choose Charisma and take Char +1
is he right?
