I don't know what the libram of souls and flesh has to do with magic tattoos.

Magic tattoos can be attuned to by any class, this spellbook can only be attuned by wizards.

Tattoos are unrelated to the Libram of Souls and Flesh. They have their attunement requirements specified, which is that all of them except one I believe require standard attunement.
