Recently, a character in my campaign pulled the Star card from the Deck of Many Things bringing his CHA from 19 to 21. He is about to hit an ABI and would want to take the Fey Touched (CHA) feat and see if he can even out that CHA stat to a score of 22. I know that some magic items like the Tomes/Manuals increase the stat AND increase the max while others specifically state "to a maximum of 20".
Star. Increase one of your ability scores by 2. The score can exceed 20 but can't exceed 24.
Tome of Leadership and Influence. If you spend 48 hours over a period of 6 days or fewer studying the book's contents and practicing its guidelines, your Charisma score increases by 2, as does your maximum for that score.
He makes a good argument that the star card states the SCORE can exceed 20 but not 24 and it is not specific if it DOESNT increase the max. He also mentioned that DNDbeyond allows him to increase it but I think that's because the scores don't register the "other modifier" section.
Here's where my question comes in: Should he be able to increase his CHA (and therefore his max) to a score of 22?

Rule of fun, yes. That 1 would forever haunt me, I wouldn't have even let it be 19 unless I planned a +1 feat later.
RAW, no. The maximum is not increased, so it is stuck there.
