So I am semi new to 5e and one of my players is playing a level 3 fighter with a Strength being her primary ability of 18 mod of +4 and she has 2 short swords and has taken Two weapon fighting. My question is because they are finesse weapons and Two weapon fighting grants her the ability modifier on the attack what happens.
Example: She uses her Strength mod. of +4 and proficiency to hit and +4 damage on the first attack with a short sword. On her second attack with her off hand short sword because of two weapon fighting does she get the exact same pluses to hit and damage or?

Yes. With two weapon fighting style, the bonus action attack uses the same modifiers as a normal attack action.
Finesse doesn't really factor in here, since it allows for the bonuses to be the better of dex and str instead of just dex for ranged weapons that use ammo and str for every other weapon (unless I'm missing an exception). DxJxC covered the rest of your question.

It's dex for non-finesse ranged weapons, regardless of ammo. That said, there is exactly one ranged weapon with neither the finesse nor ammunition tag, the net.
And only the dart is a finesse weapon without ammo. I couldn't remember how they had it split up and wanted to make sure that thrown melee weapons weren't included in the dex side. I was close, but still missed.

Nothing in the rules for two-weapon fighting or the Two-Weapon Fighting style changes the rules for Finesse weapons. The Finesse property lets you use either Strength or Dexterity when attacking with the weapon. The rule for adding your ability mod to the damage roll says that you use the same ability that you used for the attack roll.

Thank you so much.
