Evocation Wizard sculpt spells question.

General example question: if an evocation wizard casts a fireball out of a staff of fire can they still use their sculpt spells ability?

Yes. The staff grants the wizard the ability to cast a spell while holding it, akin to a glorified Arcane Focus. It is still the wizard doing the casting.
