A class/race combo that actually can't work RAW...
You are correct, as Armorer you need to wear a suit of armor. Armor according to the PHB is any light, medium or heavy armor, which tortles cannot wear. So, yes, you would not be able to benefit from most of the Armorer's subclass features.
