Okay this is about a technical problem with a homebrew spell, so I'm going to give you the example spell that is based on it, not that long a casting time. In theory if you attached the teleportation circle to a blanket that is the proper width and diameter and length(thankfully, the homebrew spell doesn't require that much) and all you need is the other minor components. With this cut down 24 hours to be based time it would take to cast the incantation?
For those who will need to know how the homebrew spell works if you're going to use that as the rulings. Totemic Gate: It requires you two hours to cast. The components are a solid material(stone, clay, iron, or wood technically steel does count as the iron but it's harder to cut) from that is roughly 2 feet wide or more and 3 feet long, or more, make sure it is firmly planted into the ground! Then cast the final incantation spell anything within a 30 ft.³ of your totem pole, can be taken to another totem pole of your crafting. MAX Range between totems is 4 miles! (Technically, to unlock fast travel much easier! Note there are technically some penalties that the characters don't know about if you try to do it indoors, that only come up once and they lost a really good weapon! Also received 10 damaged.)

Second , yes I know it needs be on a permanent service, the idea here is that you put the circle on the carpet, you place the carpet you make the carpet permanent on that location, it cuts down the 24-hour casting time to may a hour because you spent 24 hours it takes to make the actual circle onto the carpet that you attach onto a permanent service.
Thank you, you just answered my question in a way, I was just more elaborating in case this ever comes up for somebody else's we can do later. I'm going to make a ruling that yes, you could in theory, chisel on the face onto a iron shield that is broken and then glue it onto a piece of wood, and then make sure it's attached solemnly to the ground.
Preparing the circle elsewhere takes away from some of the danger of trying to get a full 24 hours at the final destination in order to establish the circle properly.

If you are the DM, then the spell can do whatever you like. Creating a binding point to nearby totems (4 miles max) isn't a game breaking spell.
The creation of a circle for the standard published spell would not work on something movable, since the circle needs to be on a permanent surface.
