Can an Aberrant Mind / Clockwork Soul Sorcerer replace one of their Psionic Spells / Clockwork Magic spells immediately when received or do they need to wait until the next level? That is, could an Aberrant Mind Sorcerer swap out Arms of Hadar (for, say, Charm Person) at Level 1 or do they need to wait until they reach Level 2?
For reference from Tasha’s Cauldron of Everything:
“Starting at 1st level, you learn additional spells when you reach certain levels in this class ... “
“Whenever you gain a sorcerer level, you can replace one spell you gained from this feature with another spell of the same level ... “
As a DM my reading would be that if my players are starting at Level 1 then you would have to wait until Level 2.
However, as a DM who also loves the sorcerer class I would probably let you go ahead and switch out Arms of Hadar for another spell since there are better divination/enchantment spells out there that would work better for a sorcerer. Talk to your DM.
Level 1 was perhaps a bad example. What about Level 3? For example, could an Aberrant Mind Sorcerer swap out Detect Thoughts (Psionic spell) upon receiving it at Level 3 for a divination or enchainment spell or does the swap have to wait until Level 4?

In general you reach your new level and decide you want to change out one of your psionic spells for another spell of the same level that is tagged divination or enchantment from the three available lists. You can't do this easily in D&D Beyond because it isn't set up for this sort of thing. Some people homebrew the entire subclass in D&D Beyond as a work around. I just made a list of all of the spells that carry the divination and enchantment spells available from the lists by level. You can look them all up in D&D Beyond. I tell my DM if I have decided to change out a psionic spell.

Generally speaking, yes. Aberrant, Clockwork, and Divine Soul all allow replacement as soon as you learn the spells in question.
Is it possible to learn this power? I read about it and have been looking for the option on dndbeyond, but haven't been able to find it.
Are you asking if there is a way to change the origin spells you get with other spells via D&D Beyond? No. The developers have not figured out a way to do that for sorcerers and it doesn't seem to be on the list of things they are planning to do. I know some people have successfully home-brewed both subclasses so that you can make the changes. Or you can write down the spell you want to exchange and let your DM know.

I did with permission from my DM. Exchanged Arms for Tasha's Hideous Laughter and Calm Emotions for Suggestion.
