Can you use both Circle Magic and Metamagic on the same spell? Does the order matter?
For example, can you cast Bless as a Circle spell with the Prolong option (1 secondary caster) to increase the duration of the spell by 1 hour, and then use Extended Spell to double the duration to 2 hours?
Can you use Distant Spell to change a spell's range from Touch to 30ft and then cast it as a Circle spell with the Augment option to increase the range by 1,000ft per secondary caster?
There's nothing saying you can't combine Circle Magic and Metamagic, so I'd say that you can.
It seems like the primary caster would have to be the one to use Metamagic on it, since the others aren't really "casting" the spell, but this is a matter of some debate; there is a long and ridiculous argument still going on in a thread in the Rules & Game Mechanics forum that has touched on this a bit.
As for the order, the general rule is that when multiple effects would occur simultaneously, the person whose turn it is gets to decide what order they happen in. So, if a Sorcerer is the primary caster and uses metamagic, the Sorcerer's player gets to decide in what order to apply the two effects, and they're free to choose the order that's most advantageous to them.
It should be noted, though, that Circle Magic does require that the spell be cast using a spell slot. This means that it can't be combined with various Sorcerer subclass features that allow casting certain spells directly using Sorcery Points without expending a spell slot.
