Yes, it does. Elemental Affinity only applies to one damage roll of a spell, but with area-of-effect spells like Acid Splash you roll one damage roll for all affected targets. I'm not sure there's any way to increase the radius of the area of effect, though.

I don't even think you could do it with Circle Magic in this scenario, because Circle Magic requires the spell to be cast using a spell slot, and Agonizing Blast only applies to cantrips.
Elemental Affinity is a feature from the Draconic Sorcery subclass, so I assume OP was talking about a hypothetical multiclass Sorcerer/Warlock.
Is there anything in the rules that says Elemental Affinity cannot stack with The new 2024 Agonizing Blast?
For Example, could I have my CHR modifier applied to Firebolt or Green Flame Blade twice now?

With that in mind, 5.5e cantrips you can apply both Agonizing Blast and Elemental Affinity to include Acid Splash, Fire Bolt, Poison Spray, Produce Flame, Ray of Frost, Shocking Grasp, Sorcerous Burst (if you choose a valid damage type), and Thunderclap.
Reaching back into the past, the 5e-only spells Create Bonfire, Green-Flame Blade (just the fire damage), Lightning Lure, and Primal Savagery could also benefit from both.
