I allow the use of any actual melee weapon at my table, regardless of proficiency. It can be any weapon as part of the action when you make a melee attack so obviously it will be better to use a weapon with which you are proficient, since you will get your bonuses to attack and damage. Improvised weapons are acceptable in most cases also, but that one is more an 'in the moment' judgement call based on what the player is trying to use.
There's nothing in the rules that indicates you have to be proficient with a weapon to make the attack to greenflame blade. Using a non-proficient weapon is a bad idea though, a bigger damage die is never worth giving up the prof bonus to hit.

Can I cast Green Flame Blade with any melee weapon that I have in hand or just what I have proficiency with, aka dagger or quarterstaff?
