I am planning a Lost Mines campaign to bide time while I work on a Homebrew setting, and as such I am curious if Blood Hunter is officially part of the Forgotten Realms setting. I want to know what I can or cannot allow my players to do officially and without bending lore.
It is not. This is why Blood Hunter is only available if you toggle on Critical Role content. Technically the Bood Hunter isn't even officially a part of D&D, per the class description in DDB.
That said, if you want Bloodhunters in your Forgotten Realms campaign, there's no Inquisition I'm aware of that will sanction you. Plenty of FR set games have their own homebrew and I imagine more than a few have homebrew classes floating around them (mine does, well a subclass).
Frankly, if I had a player that wanted to play a Gloomstalker because they like the whole "walk in the dark" edgelord stuff, I'd be happy to let them try out a Bloodhunter in my game because I've never seen one played.
Bloodhunter isn't official content it's from Critical Role and is effectively homebrew. That doesn't mean you should avoid it as in my opinion I think it's a pretty balanced class and fits a niche.
