That entirely depends on the statblock for all we know it was possible
I mean for devil's advocate that's definitely a good argument... I mean one can argue it's also the DM says so it goes (although based off the way the story was written it was more like "oh I realize the character can also do this" kind of moment... which wouldn't be the case if the DM just ruled the character like that).
Based off raw though, I never have seen a stat block allows themselves to make a shove and elbow drop attack.... that doesn't mean there isn't one... just means I haven't seen one.

Don't need to. Basic rules allows any character to replace one attack they make with a shove or grapple.
The drop-attack itself would require some DM Fiat though. By RAW attacking as part of a fall would require a reaction and you can only use reaction for something that takes an action - as in a whole action, not just one attack of an action with multiple attacks. Meaning by RAW the guard should not be able to shove then reaction-attack as he falls down.
Then there's the fall damage which should have hurt the guard as well just as much. Actually all that weight and impact against the small point of the elbow from a high height is very much going to break your arm. See when wrestlers do that it's from barely 5 ft higher and doesn't fully land - it's a fake move, because doing it for real is a surefire way to break your arm severely enough to risk ending your career.
The idea a guard would almost guarantee their arm breaking, risk their own life and ensure they suffer considerable damage at best all for the slight advantage of dealing a bit more damage to a severely injured enemy is... Ridiculous and ludicrous. It's a DM using Rule of Cool thinking against the players which just reeks of DM Vs Players attitude to me.

Others are happy to see an amusing anecdote where a DM may have played fast and loose with the rules, but did get to invoke the People's Elbow ... in fact I'd say any invocation of Professional Wrestling mandates excessive fudge factor spread over the rules for the sake of hyperbolic drama. While correct, this applies only to the Attack action. Multiattacks are different actions, so shove and grapple attempts can only be made if the action says so.

If you mean an actual flying punch, there are some collision rules in Descent into Avernus that may apply. However, in your honor maybe I'll house rule 1.5x unarmed strike damage if the character or monster is doing the classic Captain Kirk two handed hammer blow.

If you mean an actual flying punch, there are some collision rules in Descent into Avernus that may apply. However, in your honor maybe I'll house rule 1.5x unarmed strike damage if the character or monster is doing the classic Captain Kirk two handed hammer blow.
Word search Roman Reigns Superman Punch in You Tube. Then watch what a Superman Punch is. PS you may also see a MMA style Superman Punch.
No shame in avoiding a Superman Punch. My system is too crunchy as it is with The People's Elbow and two handed Kirkian hammer blow ... I'll cede the superman punch and people's elbow under a broader category of "flying blow".
