Sourcebooks have no order, they're mostly a jumble of rules, races, and monsters, so the order of those is up to you. As for campaign modules, I believe that there is a chronological order of them if you really want to read them in order:

Of course, it really shouldn't matter what order you play them in. My DM runs the Forgotten Realms and ran Starter Set as the first game we played, then Dragon Heist for us, and then Hoard of the Dragon Queen simultaneously with DotMM. I don't run FR books, but as far as I'm aware they hardly reference each other and we never ran into any problems despite not following the official timeline.
I finished LMOP a few months ago (game with my kids). Now starting DOISP. In the first campaign, I had one son run the "Noble fighter" that wanted the Town Master job as reward, so in the current campaign, "Wolfey" (as they called him) is now town master, and too scared to open the door. My daughter's halfling rouge was the cook (she loved to RP the camp dinners on the road), so now she runs the kitchen at the Stone Hill Inn. There were two other PC's in the first campaign, but I have not decided if/where to place them. I have hinted at the kids that this campaign takes place about 20 years later, but told them their characters don't know that.
As for Cannon - Both books intro to Phandelver talk about the village was resettled "three or four years ago". So, DM's choice, I guess.

Does Lost Mines of Phandelver actually take place before Dragon of Icespire Peak?
Are their any parts of either story to suggest this?
I'm not sure if there is an official answer, but there are several on Reddit and here, how to combine both into one adventure.
