They aren't exclusive to the Moonshaes, but depending on source are the oldest of elves, or elves from a previous incarnation of the universe.
Being that they are immortal, and there are very very few of them around (that we know), you could go either way with if new ones could be born. Nothing says they can't have children, but it would be a rare event in my mind.
Just thinking of a different character idea. Born into a noble family of eladrin elves, extremely miracle birth. Looks nothing like the rest of the family, but more like the LeShay. Growing up in the feywild, and never seeing any others that look like him, but in his travels, other elves keep referring to him as LeShay. What would a young Leshay feel like growing up/ when does he come into his LeShay side? Where, besides Moonshaes, would he run into another LeShay village? Etc…
Next set of questions would be how to create a new race on Dnd beyond, as this is not listed as a choice of races? And the custom lineage is very limited on what you can add, so is there a way to add a custom subclass that will add the rest of the features or a better way to create this?

The LeShay have a presence on the Moonshae in the city of Karador, but that city was pulled from the Feywild around the time of the Spellplague (1375 DR). Lady Ordalf and her son Araithe (settling the can they have children question). And like the Eladrin, the LeShay are primarily found in the Feywild, but they can use a portal to go where they want. Its an open world.
You would need to create a new homebrew race, brand new or in the subrace of elves in the current framework.
