Thinking about it some more, their clothes are likely to look a lot like older, low-tech styles of clothing. Simple tunic-like garments that are just rectangles of cloth with a hole for the head, that are held closed by ties or a belt. Wrapped garments like togas and kilts. Sleeves and pant legs would be for the rich, fancy, types, because not only are they complicated and fussy to make, but they're hard to put on without a servant. (Unless the Hadozee have invented the zipper.)
In older editions, they didn't wear anything like what they're shown wearing in the 5e pictures. In other words, it used to make sense, but a choice was made to sacrifice sense for a greater range of clothing options.
Whenever you see something like that, a wizard did it.
Just as creatures with wings on their back have clothing that is very very different from that worn by wingless, the Hadozee clearly have clothing designed for them.
Togas, capes, ponchos would work, if nothing else.
And pants are not a problem at all.
But my favorite idea would be that wierd man-kini thing Borat wore.
Any pants have to lace or fasten up the sides to go around their legs, bypassing where the gliding membrane attaches to their ancles.
Any shirts similarly have to either drape over top like a poncho, or lace/fasten up the sides to bypass where the gliding membrane attaches to their wrists.
There's not really another way around it. Their gliding membranes are significantly more cumbersome for clothing than winged characters have to deal with. A winged character could simply have their clothing lace together behind the neck, above the opening for the wings, while everything else is normal.

So I've seen that they can glide because of a membrane that connects to the arms and legs. How are they putting on clothes?
I'm pretty sure the official answer is "don't ask awkward questions". :)
Practically, they'd need custom clothes with buttons or ties/straps along the arms and legs. (and the torso)
