I have started reading Shadow of the Dragon Queen; is there a point where it's explained when the Kingfisher Festival is? I think it's going to be in late Spring/early Summer (from our world, northern hemisphere point of view) as this should be the celebration of a battle, and battles happened during that time.
I am unsure why the time would matter much, but realize that most festivals are Spring or Fall. A Kingfisher Festival would likely be spring in certain areas as it is referencing the celebration of a bird that migrates south for the winter, so if your are a northern territory, it is probably spring.

As for why it's important, I like to give an idea of the time and the weather to my players, as this is going to let them feel a little less lost without any reference around.
The continent of Ansalon is in the southern hemisphere of Krynn! That's why the ice wall to the south pole is at the south of the map. Once you're up north as far as Kalaman, you're about 20 degrees latitude south of the equator, so Brazil, southern Africa, and Australia are your clearest equivalents on Earth. The Kalaman Bay is the dividing line between habitable and uninhabitable climate zones. Kalaman and Vogler are hot, and the Northern Wastes are scorched. So the assumption on seasonal cycles like in North America or Europe might be off! The Kingfisher festival might mark the ending or beginning of a rainy season--it's up to you.
This isn't official, but here are some maps by someone even nerdier than I am:
As a tip, I will be purchasing this content as this will be the **1st** time that the digital version is bundled with the physical copy. So I would absolutely make sure to look into this give away from WoTC.
But if we are being very specific to the Sci-Fi land of Ansalon the story and festival start in the City of Volger which is just south of the Northern Wastes, but west of Kalaman. That said, the world map states that this region receives approx. 20-40 inches or rain a year, with an average temp of 40-60 degrees F. These figures come from Dragonlancenexus circa 421 AC, and are subject to interpretation. The climate is supposed to be sub-tropical and it is decently south of the equator.
Now we come to the Kingfisher Festival which has events including activities, and even a fishing contest. It really does seem like a spring time campaign module though I don't think the authors really put much thought into the season this happens in. I still stand by my theories of the bird, except now you would need to look into festivals and events from areas like South Africa or Australia for reference, which happen between April and May usually, but there are occasional festivals of this type in October and November. In Australia, I am reading about these Festivals in November which is Spring Time there (Sept-Nov).
That seems to sum up everything but the time, but it seems like you are interested in the setting's time, which should really be nice if what I read holds up!
