it is believed that there power has limits though we have no idea what they are beyond they hold little to no power where their nation holds no sway
any ideas on how to improve this idea

Define "Nation". What is the link between the nation and spirit other than population numbers? What do the spirit and people do for each other? What is the spirit embodying?
In some official D&D lore, a rampant belief in a deity that didn't exist can create a deity and a forgotten deity can vanish completely. (Refer to 5e's Kuo-toa's collective insanity creating a strange goddess with a weird name, Blibdoolpoolp.)

This can be used proactively to build a nation. Gather your followers or disciples or whatever, and declare a nation, claim a territory, set down laws and so on - and you'll create a spirit ... a god. Become the first cleric of that god. Now, set off to build it's power, growing it by gaining new territories, more faithful, and so on.
Mind, if you do this on the territory of another god, expect an unkind response =)
