Mordenkainen's Tome of Foes is a 5e book that WotC stopped publishing and replaced with Mordenkainen Presents: Monsters of the Multiverse.
The former had a lot more to say about elves, notably that "Of all the elves, eladrin are the closest in form and ability to the first generation of elves" (MToF p49). There is a whole story there about how the primal elves were born of Corellon then later cast out by the god, falling from Arborea into the Feywild. It is from there that they would then spread to the Material and the Shadowfell.
So I guess that makes eladrin the least planetouched of the elves. Unless all that lore should be considered to have been abandoned mid-edition, which is a bit sad in my opinion.

Mostly with the CG corner of the Outer Planes. In fact, a minor disappointment of mine with 5e Planescape is how it fails to refill that spot. We have the CN slaadi, CE demons, NE yugoloths, LE devils, LN modrons, LG archons, NG guardinals and CG... nothing.

But weren't there eladrin associated with Arborea and the elemental planes?
With Arborea, for sure. It is the main CG outer plane. But eladrin of the elemental planes? That doesn't ring a bell.
Are you perhaps thinking of the 5e eladrin's season-themed forms? The summer one certainly has an affinity for fire and the winter one for ice.
