As tiamat's charisma is 28(+9) I would think that it would be very hard to talk her down, but if you were something like a tiefling bard that puts everything into persuasion then it could be possible. Also, in Descent Into Avernus the characters have the option to convince Tiamat to help them, but they do so through Arkhan the Cruel, and it requires a "suitably potent gift"

In the D&D cartoon, the party talked down Tiamat and got her to work with them against Venger.
Equally, you can convince Tiamat to assist in the final act of Descent into Avernus
that sounds like it could be a lot of work, trying to talk down the evil queen of dragons,
it would come in handy if you could talk her down though you would be in trouble if all five heads started talking at once
