So at the end of CoS, supposedly, the Dusk Elves return to Toril. They have no males, so CoS states they'll all die out.
Except there's a solution to that: Akh'Faen'Tel'Quess (Life of Duty, Form of the People's Need). It's a high elven ritual, and only at Solitude level, that's specifically designed to change someone's race, even their subrace, and it specifically states in the source material that one of the uses is to become even a race that's thought extinct.
So, like, wouldn't the high elves just get volunteers to become Dusk Elves when they return?
I've googled this and can't find anyone saying it anywhere else, but this is totally plausible, right?
I don't know where you're seeing that they go back to Toril, but as far as this ritual goes, if you want, sure, go for it.
I don't think there's been anything in the official rules since 2e about high elven rituals, which makes this homebrew. And, if we're going to homebrew stuff, we can just say that there are still some Dusk Elf females on Toril who never went to Barovia in the first place. Or we can cast True Resurrection on some of the females' remains, or on Patrina or True Polymorph on Kasimir or Rahadin. There are lots of ways to get this done in a world of imagination.
Just think hard about whether there are supposed to be any happy endings for anyone in CoS.
