Efreeti Chain is a legendary item, but I’m having trouble finding its lore in D&D. Anyone knows where I can find some? Who made it and who possessed it?
My understanding is that it's not a chain mail an efreeti wears. Mostly likely it's an efreeti's essence trapped in that red gem on it's chest, right?
I think there's no official lore. It could simply be that the armor exhibits Efreeti qualities and was named thusly.
This is one of those where I'd say, "Make it your own." Even if it conflicts with someone else's lore, that's just how legends work. Different stories from different sources - possibly all a little bit true and possibly all completely wrong.

Human. Male. Possibly. Don't be a divider. My characters' backgrounds are written like instruction manuals rather than stories. My opinion and preferences don't mean you're wrong. I am 99.7603% convinced that the digital dice are messing with me. I roll high when nobody's looking and low when anyone else can see.🎲 “It's a bit early to be thinking about an epitaph. No?” will be my epitaph.
