In my Ebberon, the Mournlands are actually a giant manifest zone of an artificially created 14th plane, which was meant to act as a focal point for magic that people could tap into and draw power from. It was sabotaged however when a powerful, shadowy figure intervened basically pulling an Ozymandias from Watchmen, engineering a catastrophe in order to frighten the nations into halting the war.
The crazy thing in my Ebberon is that this damage *could* be reversed by stabilizing the plane of magic, however if that happened then the players might risk the Last War reigniting worse than before if people figure out for themselves how to tap into the plane of magic's power (all notes and records on the subject were destroyed). However, if the Mourning were reversed, it would provide the refugees of Cyre a land (albeit a devastated, ruined land) to return to and try to settle anew, relieving political tensions across the Five Nations.
