These spells are popular go-tos for mind control (not just disabling or other mind-influencing spells that don't let you basically tell the target what to do):
Special mention: Geas exerts no actual control, but a) you get advantage on Persuasion checks due to the target being charmed and b) the target takes psychic damage for disobeying you.
Special mention the second: Bestow Curse explicitly encourages you to be creative in inventing new curses; you should theoretically be able to work with your DM to come up with a Geas-style curse where whatever bad thing happens only happens if the target is being disobedient, and obedience alleviates some or all of the badness.
I'm not sure there are any great spells to replicate that as what Lucifer does is make people tell the truth about their deepest desire.
Charm Person would be the most Lucifer like and it could be argued that if you charm a person, that person would want to tell you the truth. Command Person gives you a telepathic link and you could command the target to tell you the truth. You can try Zone of Truth but it can't force people to tell the truth as they can refuse to answer. Suggestion is my go to because you simply suggest that the target tell you the truth for a certain time period. It's DM dependent and again, the target can refuse to answer.
If you're trying to extract someone's deepest desire from them, most of the spells I listed can do the job, but Command usually can't. In addition, here's another one:
Detect Thoughts paired with asking the question should get you the answer. It's a lot like Zone of Truth but without the crippling downsides making Zone of Truth usually worthless.
So put them in a Zone of Truth while you use Detect Thoughts, and ask questions? I think that someone could even use Modify Memory and change what someone's deepest desire was though. Getting the absolute truth is next to impossible, but using telepathy to the detect their thoughts will usually work unless the bad guys know you're going to do it ahead of time. Bad guys are sneaky, but they'd pretty much need the Foresight spell to do that, and that's a 9th level spell.
Zone of Truth is a 2nd level spell, and a Variant Human can be a Telepathic at First level. A third level telepathic Bard would be almost impossible to lie to.
Just pray that the telepathic Bard isn't the Big Bad behind the evil plan. At 17th level, they could use Foresight, and they could use Mind Blank on themselves. You can't possibly predict what they are going to do, not even with a Wish.
They do need to be careful though. They need to cast Foresight first, and wait 8 hours for it to wear off before using Mind Blank. Having both on at the same time cancels out Foresight. Apparently Mind Blank causes you to forget your own plan. Not quite sure why an 8th level spell is more powerful than a 9th level one, but there was a huge argument about that, where everyone insisted that was how it worked.

Zone of Truth has no interaction here, since it only constrains speech, not thoughts. If DT is up and you ask the target what their deepest desire is, you'll immediately know if they heard you - that'll flash across their mind - and likewise you'll know if e.g. rather than thinking about their deepest desire, they start wondering why you're asking, so you know how to guide the conversation around to hopefully getting them to think about what they desire most. DT won't let you do a deep mind probe, but it will function like rolling a bunch of 30s on your Insight checks.

I think Fast Friends is a good match as well. The 'task" is answering the question: "What do you truly desire"?
