This sounds firmly in the realm of asking your DM permission to re-flavor something. Like if you were to cast lightning bolt and the monster dies from it and the DM asks "how do you want to do this?" You might respond "I summon up lightning in the shape of a crescent blade and, raising it up in a 100ft line with my hand, I bring it down on the monster, slicing it in two."
You could conceivably do that with many different spells.
If, however, you're literally looking for a spell that literally is capable of summoning a guillotine and killing an enemy, no, that would have to be homebrew.
"Creatures or Magic Items can't be created or transmuted by this spell. You also can't use it to create items that ordinarily require a high degree of craftsmanship, such as jewelry, Weapons, glass, or armor, unless you have proficiency with the type of artisan's tools used to craft such Objects."
I would consider a guillotine in this instance to be both an item that would "ordinarily require a high degree of craftsmanship" and as a weapon, which are not permitted by the spell unless you're proficient with carpenter's tools and blacksmith's tools.
As far as "use the artificer," I do not understand the question. An artificer is a class, not a spell, skill, or object. If you mean would an artificer be able to, through mundane means, craft a guillotine, I would probably say yes. If the artificer (or any character really) in question has proficiency with carpenter's tools and blacksmith's tools, they could probably build a guillotine out of wood and steel. However I suppose then you'd have to deal with the problem of how to lug around a guillotine with you wherever you go, and how exactly to set it up in six seconds to be able to use it on an enemy as a finishing move, and how to get the enemy to stand still long enough to be guillotined (since historically, guillotines were not used offensively against hostile targets).
A guillotine isn't really a weapon- it's a device that's generally immobile and requires the person being executed to be helpless and restrained (by 5E terms) before it can be used on them.
You could say that Mordenkainen's Sword or Black Blade of Disaster could take the form of a guillotine blade as flavor. But a guillotine isn't something you could deploy to use on a battlefield.

Animate Object could animate a guillotine if you already had one on hand, but no, it cannot create one.
Creation can be used to make a temporary guillotine on the fly.
