Keep in mind your team's spacing... a Blue Dragon's breath fires in a straight line, so make sure you don't put yourself in a position where your group can get easily blasted. It also has 3 Legendary Resistances, so don't have anyone waste their high level control spells on it until after they force it to spend those resistances. Aside from Legendary Resistances, it doesn't have any condition immunities, so you can blind it, you can stun it, you can do whatever your party has access to. Other than that, just take advantage of your environment, try to take advantage of any cover you can get, and if things start going south uh... good luck, because you probably can't outrun this thing.

What is the Five-Point palm exploding heart technique?
It's a thing from the movie Kill Bill. I think they're just doubling up on what TheStinkyCheese2 recommended with Quivering Palm, which is a high level Monk ability that instantly reduces a target to 0 hp if they fail the saving throw. The Five-Point Palm Exploding Heart Technique is basically the same thing, just from a specific movie.
You need to think about how you’ll deal with its flight. Can everyone fight at range effectively? If not, can you support that person with flight or a magic item that solves the problem?
If your party not in an advantageous position, is below level 5 and/or is not at full hit points, I suggest a spell for concealment and then running. Heal up and find a room with cover. Even better if you can use traps in a room you've already passed through against the Blue Dragon.
We are LVL 12. most of the party is around 75 hp though our wizard is 6 and our barbarian 150. we have the white dragon mask and the blue dragon mask, but only the white is attuned.
all of the party (except me) are Lawful/chaotic good and are trying to save the town I play an aarackockra monk and bugged my dm into giving me neutral roles (i would have disadvantage otherwise) on riding the dragon because of prior experience in dragon riding (we are playing a but of acomedic game).

We are playing Rise of Tiamat. We just got of of Xonthal's (think I spelled it right?) Tower.
Consider what your character knows about Blue Dragons and use that. If you think you know less than your PC, ask the DM what the character knows.
You should try to play your character in combats according to what your character would know.
