heat metal specifically says it can only target objects, not creatures (mainly to get around it being used on constructs, but gorgons are the same difference really as metal monstrosities)
That said, it's a creature covered in iron plates. A clever party should be able to figure out a way to stick or affix something metal to it that the spell could be used on if they really wanted to go that route

Not only is it limited to objects, but specifically to a "Manufactured Metal Object". So even a raw chunk of silver technically can't be targeted. I'm pretty sure this is done specifically to disallow casting it on creatures made of metal, but honestly if I was your DM I'd allow it.
