The one of the newest spells to come out of spelljammer is the level 2 spell Air bubbles. It provides 24 hours of air for those whom it is cast upon. This fix’s the problem of using the portable hole to hide or transport prisoners. However I don’t think that wotc intended for this to happen. Before this there was the magic item the necklace of adaption which only helped one person. Others have tried filling the portable hole with water and cast water breathing the party but science has proven that doesn’t work either. This also works with a bag of holding. What other uses for air bubble, that wotc intend, can you think up?

When I started writing this post I couldn't imagine why this spell requires willing creatures. It seemed nothing but beneficial, what possible reason would there be to resist it?
But I've realized it now.
The only reason to (knowingly) be unwilling for this spell is if A) you did not need to breathe air, and B) breathing air is harmful to you.
So for a creature like a giant shark this spell is bad news.
That said, an air breathing prisoner resisting this spell is either an ignorant fool or actively wants to die in a hole.

Prisoners most likely aren't "willing creatures".
