Your DM should allow the marilith's Multiattack to work with the halberds. If not, complain that the marilith's size is Large so it should be able to wield them effectively.
Now, once per short rest, your fighter can attack fourteen times w/ Action Surge and marilith Multiattack. Total of 12 * (1d10 + 4) (halberds) + 2 * (2d10 + 4) (marilith tail attack) + 14 * 10 (Great Weapon Master). If you crit or kill use GWM to make bonus action attack, or if not use Polearm Master for bonus action attack with d4.
You can take an opportunity attack once per turn, and it triggers when a creature leaves or enters your reach (even if they disengage), which is 10 ft. If you hit, the creature's speed becomes zero.
You have resis. to magic and your weapon attacks are magical.
If you feel GWM -5 to hit is risky, choose samurai as subclass for adv. and temp hp as a bonus.
Minimum damage if all attacks hit: 212
Maximum damage if all attacks hit (including opp. and BA attack): 394
Correct me if I'm wrong, I kind of rushed the calculations.
This is exactly the reason Shapechange has a target of self. True polymorphing the fighter into a marilith is a huge step up in power. If you could shapechange him true polymorph would be completely redundant.

Does anyone know of a way to be able to Shapechange someone else? Any class is allowed, but try to limit multiclassing.
Cast Animal Shapes, Polymorph, Mass Polymorph, or True Polymorph on them.
Also if you just want to make them look different you can cast Seeming on them.
I want them to retain their feats and class features.
Some form of illusionary magic. Unless you have something specific in mind.

Why not get 8 halberds and Shapechange into an octopus if we're gonna be retaining all player stats and abilities anyway
