so the concept is that my warlocks parton is their dead twin brother and that they have be bonded since they my character was born and i'm having trouble find what subclass works
I like the concept. It could depend on where you want to go.
1) Brother dies, goes to "heaven" for whatever God(s) your family worships. Celestrial Pact, as he watches over you from the afterlife imparting his power into you.
2) Brother dies, goes to "hell" because original sin is apart of your family's God(s) beliefs. The Fiend Pact, as he watches over you from the afterlife imparting his power into you. Note: your brother may be Lawful Evil because he's a Devil now, but that doesn't mean he necessarily wants you to be Evil. If he still has a reflection of his soul left.
3) The Undying. To quote the description "Death holds no sway over your patron, who has unlocked the secrets of everlasting life, although such a prize — like all power — comes at a price.". Brother dies, is moves onto.... somewhere else.
So, the question seems to be more "how do I make my backstory concept work for a hexblade?" While backstories should make sense, if your heart is set on a concept, I don't think you should have to give up on certain subclasses. I may have a couple ideas for you.
How did the brother die? Sentient weapons are a thing and souls can get trapped in all sorts of places. A powerful spellcaster could have stripped the brother's soul from his body and placed it in a blade, leaving the body to rot. Fueled by vengeance, the brother calls to your character to help him fight against the injustice he faced so he can one day find peace. This may work interestingly if you eventually take pact of the blade, depending on how prevalent you want this brother to be in your character's life.
Another potential backstory is that the brother had already made a pact before his death and, upon dying, that debt is transferred to your character. (which is vague enough to work for any warlock subclass)

I'd say be an Elf, your brother was taken by the Raven Queen and became a Shadar-kai... or something like that.
