I'm working on a build to get my persuasion to, frankly, the stupidest possible level. I'm working within the limitations of 2024 official rules material, so no homebrew, no external content, etc. Here's what I've found so far:
Proficiency (+6 at 20th level)
Expertise (+6 at 20th level)
Having a high Charisma score (+5 at 20, can obviously be increased with absurd abuse of tomes, but let's assume a reasonable level of magic item availability)
Fey Wanderer Ranger with a high Wisdom Score (+5 at 20, see above)
Mark/Greater Mark of Hospitality (+1d4/1d6)
Uncommon Glamerweave (+1d4; bears mentioning this is 2014 content, but it hasn't been replaced/overridden, so it's a gray area)
Enhance Ability spell, or anything that can grant you the Help action (advantage)
So far, with all this, I can ratchet this up to a +23 standard (+33 if you can get your hands on five Tomes of Leadership and Influence and five Tomes of Understanding), with +1d6 +2d4 +2 in bonuses, so topping out at a potential roll of... pulling off my socks here... 59? With an additional 10, again, if tomes are a thing. What am I missing? Are there feats? Magic items? NON-magical items? I'm aware of a handful of other ways to get advantage, but those don't stack, so I'm looking for anything that grants additional bonuses.

Yeah, in a pinch, those are good. Not wild about the requiring attunement. From a real-life application perspective, it's hard to justify a 20th-level character attuning something for a +1 bonus. Even the Luckstone is a stretch, IMO.
You can get one ability score bonus up to +6 without magic items by timing the levels of a multiclassed character so that you get a feat at both 19th and 20th level, allowing you to take two epic boons.

You could replace that with an ioun stone of mastery same impact for persuasion checks but overall much more useful

Okay, so just to be clear: for my 2024-rules-only build, if I take a 2014 Bard subclass, a 2014 Paladin subclass, a 2014 Fighter subclass, somehow manage to cast Find Familiar to summon two familiars and attune four magic items (two of which are 2014 magic items) and my DC is between 116-120 and I've got five friends around, then this works.

Okay, so just to be clear: for my 2024-rules-only build, if I take a 2014 Bard subclass, a 2014 Paladin subclass, a 2014 Fighter subclass, somehow manage to cast Find Familiar to summon two familiars and attune four magic items (two of which are 2014 magic items) and my DC is between 116-120 and I've got five friends around, then this works.
What is the Bard subclass? For Samurai is Fighter and Oath of Redemption for Paladin. Silverquill Primer, Stone of Good Luck, and Harkon't Bite require attunement, but Perfume of Bewitching and Uncommon Glamerweave do not.
I think they added up the class bonuses instead of referencing the Multiclass table to get a proficiency bonus of 7 instead of 6.
Vampiric Bite with a lot of damage buffs and add the piercing damage dealt to the Persuasion roll? Combos with Love Bites to damage the target severely and have advantage on the Persuasion roll. Piercer can help with the damage. Monk suddenly becomes a strong Face class in more ways than one. Wraps of Unarmed Power to help with the hit and damage.
Could a "monsters" legendary action counter this persuasion?
There's no resistance roll for persuasion... but the DM is free to just say "the creature can't be persuaded about that", so there's no real point to getting bonuses beyond the point where you can make a DC 30 check (+20 with reliable talent or similar).

The silverquill primer from Strixhaven can also give you an extra 1d4 to Persuasion
harkon's bite from VRGtR gives you a +1 to ability checks, if you don't mind the lycanthropy

How is Glibness being cast? A scroll?
Also, they are getting advantage from the perfume but also factoring in Heroic Inspiration somehow.
That said, why not have your Warlock/other Familiar use the Help by ... uhm... being cute. Everybody trusts you if you have a flying sphinx-cat.

And this is why 3e and 4e prevented a lot of bonuses from stacking.
If you are talking about Dhampir, it's one bonus equal to the damage dealt. If you mean the other shenanigans, yeah. I prefer named bonuses of 3.x.
