so my goal is to make a close range character, who is very hard to lie too, (insight wisdom focused that isnt cleric) what would be a good choice, cause what i have now for Topo is Fighter with +3 wisdom
If you do fighter, gunslinger benefits from wisdom if CR is allowed, the rune knight's stone rune gives you advantage on all insight checks if UA is allowed, otherwise Samurai benefits from high WIS a little.
Monk uses WIS a lot (obviously). Way of the astral self (UA) can really capitalize on this concept. Plus you eventually can break all language barriers, which is nice.
Inquisitive rogues use WIS and insight a lot and can even see through illusions at higher level, plus you can get expertise at level 1.
ill try my hand a homebrewing a Art domain, and a goddess for it. rouge was nice but i don't own it yet (saving up for the full bundle to get it all at once)
Cleric could work... if someone can find me a God/Goddess of Art, painting, or such
You can make up a god, but some that I've found are:
Deneir is the god of literature and literacy, the patron of the artist and the scribe. More about art as a means of recording information than expression. NG knowledge and arcana domains.
Milil is the god of poetry, eloquence, and song. Definitely about expression, less so about paint. NG, light domain.
A few other art gods also use light domain. You can also use a god from mythology.

Rogue or bard. High wisdom. Expertise insight.
Bard is an option we haven't explored. It doesn't get much mechanical benefit from WIS, but expertise in insight makes it at least better than "a random [class] with high WIS."
Lore and glamour bards would be pretty artsy, you might even be able to convince your DM to let you use painters supplies as your spellcasting focus.
Lore bards get more skills and spells. Sword or valor bards could be a substitute for fighter (if you wanted to be a martial class). Glamour, eloquence (UA), and whisper bards get extra features for manipulating people.
If you want a melee-focused character with high WIS, you might also think about going Moon Druid, Monster Hunter Ranger, or Gloom Stalker Ranger. If you DM lets to use the alternative class options UA for the Ranger, then having a high WIS is even more helpful.
I have a special homebrew item for some Bards that may also fit into your plans. I include a Lute of Truth for some bards that allows them to play their lute while questioning someone. If they tell a lie they have an overwhelming feeling of dread come over them. Usually the audience sees something in the way they react to that feeling that gives away they are not telling the truth. The mode of questioning is usually done informally while the bard plays. Often someone else is asking the questions, but the whole party is watching the target for any reactions.

Monk.
Partway through the quest for absolute truth.
